maintaining an Annual
Solar Arts Festival. The Festival provides
experimentation programs, as well as needs of specific technical, research and
information that is consistant with
Arts and Education projects having to do
with Solar energy and the creation of
Clean energy.


The propose of thi
s project is to promote the solar energy solar based arts and make a
reality of a solar festival on the mall in Washington D.C.

Washington D.C.is well known for its appreciation for arts. The Mall features
the massive Smithsonion Institution museums and The National Galleries of art.

Every year  festivals dedicated to showcasing the cultures of America though
music and food entertainment and politics take place on the Mall.

To create an annual Solar Art festival with educational benefits we will work
with the talented student, parents and teachers of local,  PTA's and school
systems to design the educational program.

We  will Construct the Artworks and student programs that will be used...

We will involve students in the creation process both at home and away..

And we will Create a video Documentary of the Festival creation and activities

We will produce the prototype educational Solar Art Festival- cu rating Arts for
annual events and provide considerable educational benefits to it's student
participants with diverse subject matter including planetary motion,
electromagnetic radiation, and color theory.

The project, once initiated should be able to travel as an educational exhibit

The Plan is to produce the primary Solar Art works and educational programs
that would then be used in the Festival.

The first is the 1000 points of light project, It uses 1000 color mirrors that are
hand held to produce a stunning live performance art.

2nd, The Solar chronograph image producing clock. Our team of students, Artist,
scientist, and volunteers will produce coordinated stunning day time images.

The Solar Chronograph has arrangements making it adaptable and mobile.

Finally we Create a video Documentary of the Festival creation and activities as
they happen,  that then also will be used in the festival and Future Festivals

To promote the Solar Arts Festival in Washington D.C. I have begone the light brigade
project to bring other people into the project. Any one can contribute their photography to
the project. The one criteria of the photography is that the sun plays an important part in
the image such as the examples to the left.

The Solar Arts Festival
The street Location is Seventh and Jefferson, The Park name is The Mall, Henry Park  
The Public  Duration goal is one work week or five week days including a weekend on the Summer
Solstice, which occurs on June 21, the Sun is at its highest path through the sky and the day is the
longest. So a one week festival with the solstice on a Monday would be from June 17 to the 23

The estimated cost of the Festival Permits and services From the National Park Service is based on the
park service requirements.

Cost must also include administrative services and promotional materials. As well as set up and take
down fees, storage and energy use. Paid personal of any kind such as volunteer compensations, labor
and transportation.
The National Park Service  issues  permits.

{The Division of Park Programs, located in the National Capital Region Headquarters building,
issues approximately 4,000 permits per year, including those for public gatherings (special events
and demonstrations), and filming and photography. The permit system is intended to help assure, to
the extent possible, that the multitude of activities that may be taking place on any given day will
not conflict with each other or with general visitor activities.

Park areas administered by this office include National Mall and Memorial Parks, President’s Park,
Rock Creek Park, National Capital Parks-East, George Washington Memorial Parkway, Manassas
National Battlefield Park, Wolf Trap National Park for the Performing Arts, Prince William Forest
Park, Ford's Theatre National Historic Site, and the portion of Chesapeake and Ohio Canal National
Historical Park from Georgetown to the Monocacy River Aqueduct.  Note that some of these listed
parks may directly issue certain permits.  Please refer to the attached document link titled "How and
where to apply for specific types of permits" to determine what office you should contact for your
particular permit needs.

Please note that all applications, unless determined to be a First Amendment activity, must be
accompanied by a $50.00 payment for initial processing. The application processing cost represents
the average costs incurred by the park in mailing, distribution and initial review of applications to
make sure the information supplied is sufficient to inform a decision. Payment of application costs
may be in the form of check, money order, or credit card.

This office is open Monday through Friday from 8:00 A.M. Until 4:00 P.M., holidays excepted.

{For three weeks in October 2009, the U.S. Department of Energy hosted the Solar Decathlon—a
competition in which 20 teams of college and university students competed to design, build, and
operate the most attractive, effective, and energy-efficient solar-powered house. The Solar Decathlon
also enabled the public to observe the powerful combination of solar energy, energy efficiency, and
the best in home design. }
